OpenAI is adding Target CPA and Target CPC to ChatGPT Ads Manager on 9 November 2026. The new options let advertisers set an average cost goal for a conversion or click while OpenAI adjusts bids and delivery. Existing campaigns can keep their legacy bid controls during the transition. Max Bid and Max CPC retire on 1 January 2027. The rollout dates come from OpenAI’s advertiser notice and its bidding and pricing guide.
How do Target CPA, Target CPC and Intelligent bidding work?
Target CPA gives conversion campaigns an average cost goal for a selected action, such as a purchase or completed enquiry. Target CPC gives click campaigns an average cost goal for a click. Both let OpenAI vary individual auction bids. The realised average can land above or below the target.
Intelligent bidding, previously Maximize Results (Autobid), adjusts bids and delivery to pursue the campaign objective within its budget without a target average cost. With Target CPA, the optimisation goal and billing event remain separate. A campaign can optimise for conversions while billing for clicks or impressions, depending on its billing settings. When do existing campaigns need to switch?
- 9 November 2026. Target CPA replaces Max Bid for new conversion campaigns that use a cost goal. Target CPC replaces Max CPC for new click campaigns that use a cost goal. Existing campaigns keep their current bidding unless the advertiser switches them.
- 18 November 2026. The Ads API has a separate milestone. From this date, submitting a legacy bid field when creating a campaign or changing an ad group’s bid type selects the corresponding target strategy. Integration owners should review these operations and adopt the dedicated target fields.
- 1 January 2027. Remaining Max Bid conversion campaigns move to Target CPA. Remaining Max CPC click campaigns move to Target CPC. OpenAI also deprecates the legacy API fields.
Check the settings on each affected campaign and record its current bidding strategy, budget and actual cost before switching. API users should check the migration notes and test how their integration reads the new strategy back. OpenAI transition dates and API notes · OpenAI Ads API campaign reference.
What should advertisers verify before using Target CPA?
Check that the OpenAI Pixel or Conversions API sends the selected event to the data source linked to the campaign. Follow one completed purchase or genuine enquiry from your site or backend to the matching event in Ads Manager. If the Pixel and API both send the same action, use matching event identifiers so OpenAI can deduplicate it. OpenAI conversion measurement guide.
Check Event Quality Score (EQS) and Diagnostics for missing match information, delayed events or repeated firing. Review event volume separately. A data source can send useful events and still have too few of them to support a reliable performance comparison. OpenAI event quality guidance · SEM Lion’s guide to Event Quality Score.
What would SEM Lion do before changing a bid strategy?
SEM Lion would pilot the change on one eligible campaign with a reliable baseline. We would start close to the recent actual cost for the same outcome, check whether that cost makes sense for the business, and keep other major settings steady during the comparison. A restrictive target can reduce delivery and leave budget unspent.
For example, a hypothetical campaign that spends €360 for 12 attributed enquiries has an observed CPA of €30. If only four enquiries meet the sales team’s qualification criteria, the observed cost per qualified enquiry is €90. Both figures matter. A lower reported CPA has limited value if it comes with fewer qualified enquiries.
Track spend, results, actual CPA or CPC, and downstream quality together. For a click campaign, that means checking what visitors do after arriving. For a conversion campaign, it means comparing attributed results with sales or CRM records where the data supports it. Give delayed conversions time to appear before comparing the old and new strategies.
How can a team review its campaigns before the switch?
Export the campaign objective, current bidding strategy, budget, spend, clicks, attributed conversions, selected event and reporting dates. Add any available data-source warnings and qualified outcomes. Use these prompts with the export and current account settings.
- Migration review. Review [campaign export] for [date range, time zone and currency]. Check OpenAI’s current Ads Manager and Ads API migration guidance. Identify affected campaigns, calculate actual CPA or CPC where denominators exist, and flag sparse or delayed data. Propose a pilot and the metrics to review. Cite your sources and return recommendations for approval before changing settings.
- Measurement review. Compare [selected campaign event and linked source] with [recent event receipts], [EQS warnings] and [aggregated CRM outcomes]. Flag event mismatches, possible duplicates and gaps in the evidence. Separate checks we can verify now from those that need more data.
